    I would think you'd want the washer there to deal with some of the thrust loading. Crank bearings usually have some wiggle but what you DON'T want is radial play. That would mean they are shot. Also any roughness or clunking would be bad.

    check your oil, is it milky and full of coolant? if you just filled it after draining , the level will go down as all the air bubbles purge, and you need to top up. That would be normal.
