For you it is if your bike is still leaking oil. Probably stay around 0 rpm until leak is fixed. It's a Ducati racing motor. I'm inclined to believe it's built to run all day at high rpm. Probably a lot of people ride extended periods on highways at 90+ using an 821.

Can the bike be ran without a timing belt cover and, if so, did they do this?

After they replaced the seals, how long until it leaked again? And did any of the seals look bad when they replaced them? Just trying help you diagnose.
