Those are dry bags. Have not even taken mine out, but normally the flaps fold one or two times and then velcro to hold the fold, put in pannier and now your stuff is water proof.
the dry bags confuse me a bit. There's only a 5 inch velcro section on the 16 inch wide opening with a plastic latch system that brings in the flaps. Is it designed to be rolled up a few times?

Yes. After putting your items in the bag, close the top of the bag with the velcro, press the air out of the bag and then fold the top over several times...kinda like rolling it up (the top part only) ...each fold is about 3/4 to 1 inch, just the thickness of the black strap that is sewn across the top of the bag. You then connect the clasp on the ends which prevents the folded top of the bag from unfolding. The contents of the bag are now waterproof.
