Hey team,

Any recommendations for a good rain / dust cover for the bike WITH the panniers on?

I got a "sport tourer" sized from Dowco, but it's way too big and flops around AND catches all the rainwater it can somehow.

I use a cheap Nelson Riggs. Waterproof, though indoors. Fits perfectly snug over the panniers and front tire.
 
I bought a clamshell tent about a year ago. Stop, lift the door, drive in, put it on the stand, dismount and close. Spoiled. I hate many things about bike/ car covers. I'm very anal about clean machines and they get ruined under a cover if it rains. Also not great for paint if you throw the cover on dirty.

While my tent did get destroyed by hurricane force winds, I plan to rebuild it. I bought the cruiser (biggest) sized and I could mount the bike on the center stand with it closed. Plenty of room for bags and tools/ gear stashed in the back of it. It was as waterproof as a good tent - never noticed any water or condensation on the inside.

This is the one I got Bike Shield. The stabilizer bar was nice but the wind kept pulling the lag bolts out of the crappy Italian asphalt. I'm gonna build a full base for mounting.
