Rear wheel locking nut (sprocket side)

Good day gents,

I have a troubling situation on my 2014 Hyperstrada. I recently was cleaning the chain and rear sprocket (first time since buying the bike used). I took the clip off the locking nut to clean out the sprocket hub and found that my locking nut was hand tight! At first, I thought nothing of it, but after consulting the shop manual, I see now that it is supposed to be tighten to 230 Nm +- 10%. I'm shock to see I was able to take this out by hand.

Now my question is, is this something that is checked during wheel removal/installing? I recently got my tires changes (literally 2 days ago) and am dumbfounded if this shop left the bike as such (very reputable shop, known for high quality service). Also, is there anything else I should inspect in regards to this situation? Sprocket/chain appear is good condition, no abnormal wear. Just wanted to know from more experienced owners. Thank you.
