Having lived in Italy for 4 years, I can assure you it's tax evasion. I was shocked at how much local business is done in cash, even large purchases or car repair bills. Eventually your realize it's because nobody pays taxes and it dawns on you that's why they have terrible roads, no street lights on the highways/ county roads, poor utilities/ garbage service/ mail service, etc. This is my observation of life in southern Italy. Not representative of the entire country.
