Does anyone know why there are two types of locks available for the Hyperstrada luggage (panniers)?

Specifically, the 59840401A and the 59840471A:

The 59840401A lock is taller and does not appear to come with a key.
The 59840471A lock comes with two small keys and is shorter.

I believe the motorcycle key is used for opening with the 59840401A lock.

Is it possible to buy a separate lock and customize it yourself, like with BMW?
