There is a great list of fastener specs in the Service Manual torque tables. Much more informative than the parts list. You should have both. Here is the relevant info:
Fastener retaining handlebar upper U-bolt
M8x1.25
Torque: 25 Nm +/- 5%
Notes: GREASE B (sequence 1-2-3-4-3)
