I've got the same view as Mentalist. So I think Ambientscape is one of the lucky guys.
So we get the cap installed in a recall. It's about 1 hr work for the mechanic, maybe more. Maybe combine it with an oil change!
It is also possible that they require it to be performed before a certain date, had a recall on my monster 1100 evo. Had to be done before a certain date, the dealer even had to get a bike from a customer who was ill at that time.
Waiting now for a word from my dealer.

How on earth did they missed the rubber seal? I better hope they dont missed anything in the engine part on the assembly line.
I have taken the image of the steering head of my new Hyper and there is a rubber seal. It's a Thai assembled model.
