Hi All, I forgot to add the Hyperlink to the web page I wrote showing how to sort out this problem properly. Why dealers don't do this I am not sure, here it is Ducati Hyperstrada panniers hard to remove
I've since clipped my left pannier on a post in a car park and I've broken the mount. I asked Ducati the cost of replacement and they come in two's and it's over £100, yikes. I tried araldite but it didn't hold. I have now extended the top 2 bolts and put a steel plate behind the broken mount so it's not going anywhere.

You are NOT the first with this problem
I posted about 2 months ago about this exact problem specifically with the left bag. I took it to the dealer and he had to disassemble the lock from inside the bag to remove it. Ducati replaced the mechanism free of charge and no problems now. The only response that I got on this site was to lube the mechanism and it would be fine. NOT SO. Take it back and tell them that the lock should be replaced.

This is what I've done and have had no issues: (I did this because one bag was very difficult to get off straight from the dealer)
I lubricated all the plastic hangars on the bags - and extra for the locking clasp - with some dry bicycle chain lube I had hanging around. This is all done from the outside.
For the lock itself - I put a little graphite lock lube in when I hear a squeak.
I've done this twice over 5 months and have had no issues - smooth off, and smooth on with nice click.
I store my bike outside and use it for motorcycle camping - it has been through dirt and rain = I have no bag mounting problems.

One thing here - wd40 is a cleaner not a lube. It's probably good to prep things but I'd follow up with a light lube - see my other comment.
One pannier slipped off very easy. The other I had to pull with a lot of force and it seemed to get worse on my road trip to Big Bend, Tx in mid July.
I tugged really, really hard one time and it must have bent the lock because now it slips off as easy as the other. So I think the problem is the shape of the lock mechanism.
Then later I read in the manual, it says to remove pannier, push down first then pull up. Will someone please try this? It's too late for me to try because mine slip off easy now.

I had the same problem. I took the locks apart and lubed them good. I also noticed that if you get just a little dirt and grit on the pannier mounts the bags either wont lock into place or will be hard to get off, so keep it clean.

I have to give mine a little downward pressure before they pop off. I can tell the lube is drying up because they are getting sticky again.
The first dealer fix was to polish down the locking pawl. Just take the sharp point off and some of the thickness around the edges. It helped a bit.

Did anybody read a review in some magazine comparing hyperstrada to a similar style KTM? It championed the KTM how great it was. Said though KTM's panniers are smaller and don't lock to the bike, the ducati's are difficult to remove. Only one of mine was difficult. Easy fix. Now both slip off easily.
Senseless articles like that make me mad because they deter buyers and I think the more hypers sold will affect whether companies want to invest in aftermarket parts.

mine were impossible to remove...infact one went flying off after hard pulling and with the key still in the lock, it got bent. (fyi expensive to replace so i had a standard key made).
anyways i put on some teflon spray on the metal parts on the panniers. problem solved and now slide on/off with one finger. the is also chain lube for bikes.

Um, the key is supposed to stay in when you unlock and remove the panniers. The key can only be removed when you lock the pannier tumbler.

I too had trouble removing both my panniers. I used the chain lube as suggested and gave the bags a bang up and aft while pulling upward on the handle and voila! They came off/on, no problem!
