A bit late, I know but here it is.
The parts I used are:
Amazon.com: Goliton® OBD OBD2 16 Pin Connector Diagnostic Adapter for FIAT 3 Pin: Automotive
Amazon.com: iKKEGOL KKL VAG-COM 409.1 USB ODB2 ODB II Cable Car Auto Diagnostic Tool Audi VW AUDI Volks: Automotive
Tyco/AMP Superseal 1.5 Series Motorsport Connectors - Corsa Technic 20-22AWG 1.2-1.6 mm seal
When you hold the OBD-II socket(female pins) in your hand and using this chart for reference:
OBD-II-------Fiat 3 pin + clips
5-------------1 + black clip
7--------------------3
15-------------------2
16----------------red clip
The Fiat plug is numbered 1-3 on the shell of the connector.
You don't have to wire the clips in, but I included them for the complete pinout.
I hope this helps.
