Removing bolt from bottom of shock

Hi all,so removing shock and have encountered problem,bottom bolt won't budge ,have top bolt out so no pressure on shock ,have tried wd40,applied some heat,hit bolt head with hammer to shock it,still nothing have a long teng tool with plenty of leverage, but when putting pressure on I can actually see the Allen key shaft twist,so don't want to snap it or worse snap it in bolt,Any thoughts please
 
Sounds like the bolt has corroded and seized in the sleeve of the bearing. Can you get to the tail of the bolt to apply some shock load there? Otherwise, repeated soaking with WD40 for several days and maybe put a hex key in an electric screwdriver/impact wrench set on the lightest clutch position to be able to jar the bolt loose rather than force it with a static twist. I wish you luck because I once had to cut through a bolt in situ with a diamond-bladed reciprocating multitool to release a shock linkage on a Cagiva Raptor. Not easy!
